As far as I'm aware Blackburn don't have any debts, so as far as that goes you're club is fine.
However,I'd want to know why they, the Premier Greed, have allowed Blackburn to get into the state they are in. They are meant to have the best interests of the 20 clubs in that division. The fit and proper test obviously isn't either fit or proper. I heard the Venkys brought Blackburn without realising there was such a thing as relegation and unaware that Blackburn WASN'T a franchise!!!

there is a big difference between your average backer walking away and a sugar daddy that pays extortionate wages. City & Chelsea are not remotely close to being profitable and the only way they are able to continue operating is because the sheik and Abramovich cover their huge debts.
a single season without the sheik and City would go bust
(Sorry to keep quoting)
As for the backers walking away, any backer wouldn't be able to to just walk away unless they were prepared to lose the stake they put in for nothing. The only way they'd see a return is if they chose to sell their stake. Therefore if they chose to sell their stake then the potential buyer would have to take on any existing debt as well as paying for the value of the club/stake.
So although you are correct in saying the backers cover the losses, if they walked away who ever came in would have to come in capable of doing the same. In other words, they wouldn't be able to take on the club unless they had the finances to do so.
If that makes sense?
Possibly a small consolation right now, but with so many clubs running at a loss and severely in debt it is good to see a relegated side debt free. However I think the bulk of the clubs income came via the TV rights. As with so many of the sides in the Premier Greed , they relied heavily on those payments.
The parachute payments will be a massive boost, but I'd suspect a good clear out of any high earners will be on the cards for certain.
Above all though, running a club debt free is better then no club at all.

The Venky Group are perfectly fit and proper and would have passed any test, whatever it consisted of. The Venky Group is one of the most succcessful companies in the world, makes a profit of £100m a year and its directors have no criminal records or financial misdemeanours against any of their names. Whatever test was put up they would have passed it easily, as whatever way you look it it they are as fit and proper as anyone could possibly be.

and yet recent history is littered with examples of new owners that claimed to have riches shooting out of their arse, only to drop the club they bought into all sorts of trouble.
like you say, the fit'n'proper persons test isn't worth the paper it's printed on. the Premier League said it doesn't even cover their financial background, only if they are the sort of people you can take home to meet your mother!
Admin - I wouldn't disregard their financial backing of the side. As mentioned, Blackburn are debt free, which is excellent news for any side. So in that respect they pass the test. But the fit and proper test shouldn't be just about how much cash the owners have. It should look into the plans they have for a football club, how they will look to invest both in the first team and the youth team. Are they actually aware of what it means to take on a football club and most importantly do they have the clubs best interest at heart.
