I think the Internal Markets Bill is a bit of window dressing to signal "intent" From the sounds of it sounds like the key points which are state aid rules and fishing waters are the ones which remain insoluble.
The State aid one I think seems easy its just about agreeing to a set of rules when the state bails or invests in a company which don't distort competition or provide an unfair advantage.
Fuck knows how you solve the fishing problem. Maybe a 5 year licence which is revoked if quotas are breached so you can pass off having control of waters while giving the EU what they want. Btw I assume fishing access allows us to fish in theirs as well.
