It wasn't a plan, it was a proposal, and the proposed amnesty was 9 months not a year. It was dependent upon the UK offering a reciprocal arrangement, which so far the UK hasn't done.

The one consequence of businesses leaving because of Brexit and with a high street in this country that is nearly (or is) dead, if they don't get their heads together, shops will be closing by the day, the pub industry is almost gone, and god knows how many more businesses will have gone out of business or have left the UK by March 29 I can only comprehend.
