Incorrect I'm afraid. On both points.
Any requests for recounts have to be made to the local returning officer before the result in that area is declared. Once a local area has declared its result then the outcome in that area is final and no further recounts can be made.
There is no provision for a national recount. Any disputes about counts must be settled at local level by the returning officer for that area.
If the national result is a dead heat the government would not have a mandate to have the UK continue as a member of the EU. In the event of a dead heat another referendum would be held in 2017 to try and get a decisive outcome one way or the other.
Is it all a huge irrelevance either way ?

Is there any kind of legalistic measure that can ultimately stop a tide of blameless people in fear of their lives or in similar dire straits travelling across lines on maps to try and get the best for their children - unless the root causes of such disasters are genuinely addressed at the source by collective international effort ?
Is the EU any more or less effective as a bulkwark against the pernicious effects of rampant tax-dodging global corporations' corruption of the political class and their baleful influence in the twisting of individual nation states' domestic political social and economic policies towards the benefit of said corporations against the individuals' quality of life and ability of nations to run equitable public services and try to promote genuine social equality and not just provide a secure platform for a rich international oligarchy and a series of attractive investment opportunities and tax havens for them ?
Is the whole thing really just a huge merry-go-round to decide the next leader of the UK Conservative Party, without a jot of relevance to the UK's future, regardless of which party may or not win the next UK General Election ?
