The best person (hopefully) for the job should be PM who has been elected, what colour he is is not relavant, but in a country that is 90% visually white a black PM is not likely even though possible.

its actually a good system its supposed to stop just people getting in on public vote worked for over 200 years

It's also entirely possible for the governing party in the UK to get less votes than the leading opposition party.
