It seems the whistleblower works for the CIA and in the first instance went through another person to the top CIA Legal Counsel to report his concerns. The CIA Legal Counsel went to The White House with the concerns and it went up the chain to the Department of Justice who quashed it. The top CIA Legal Counsel found the claim persuasive.
The whistleblower was aware of this as his sources were saying they had been interviewed so decided to up the stakes by raising the whistleblower complaint that we then heard about.
Mike Pompeo is trying to stop people testifying to Congress but 2 have already agreed dates and the Whistleblower himself has agreed to testify. It seems Pompeo has asked if he could censure anyone in the State Depart. who did speak out and been told absolutely not.
Meanwhile it seems there may be another whistleblower complaint about undue pressure being put on the Internal Revenue Service about Trumps Tax Returns.
I would assume the CIA will ensure the whistle blower's true identity will never be revealed to the public?
All ordered by Trump himself I can only imagine.
Can you imagine Boris Johnson trying to stop the Inland Revenue from revealing his tax returns?

Johnson has already disclosed his own tax returns. It's about the only decent thing he's ever done.
He does though have an unfortunate habit of not declaring his income correctly to Parliament - even after being reprimanded
