He talks of a phenomenal trade deal (and this thing about the NHS is a bit of a worry) but he cannot do anything personally. As I understand it both the houses of representatives are the ones that have to agree to it, and then they pass that, so Trump saying all things are on the table is one thing, but he can't instigate it until he has full support of both houses.
It'd be willing to bet that congress would be fine with carving up and privatising our health service. Let's face the NHS isn't gonna survive Brexit, the amount of lost growth that The Treasury, The Bank of England and The IMF are forecasting for The WA let alone No Deal means that we will have to make serious cuts and given the amount of cuts we have already made, it will have to come from ring fenced areas. If you work in the public sector I would advise you to start picking what shade of lipstick you are gonna wear when you kiss your pension goodbye

Which translates into he wants the USA to be able to tender for all the NHS contracts. We won't get a good service just a cheap service.
