Political commentators seem divided as to whether it was the impending air traffic control meltdown, or that his ego was desperate to give his State of the Union speech, that made him cave in. I haven't seen anyone citing empathy for the workers.
Pelosi played a blinder with the SotU speech. First letter said it should be postponed due to security concerns caused by the shutdown. Trump replies that he's been assured there will be no security problems, so there's no need to postpone it.
