Yes but which Ofcom rules ? , Cellcast definitely do not have to abide by the new Teleshopping rules that the UK licenced channels have to follow , Ofcom said last year that the babechannels would have to apply for a new UK adult Teleshopping licence as that is now what the babe channels would be categorised as , Ofcom said the new rules and licence would not apply to Cellcast because they are not a UK licenced company .
My take on the situation is that Cellcast can only show what is allowed on UK tv , so R18 material is a definite no no , but they are not restricted by a Teleshopping licence because the don't have one , they use a Dutch Adult licence instead , so we all know nudity including full frontal is allowed on UK tv but not on a Teleshopping licenced adult channel . So my view is that Cellcast can show if they wish and without breaking any UK tv rules more or less the same adult content as what is allowed to be shown by Ofcom on NON Teleshopping licenced channels . ie the normal channels . My guess is Cellcast pretty much regulate themselves and don't generally go to far because they don't want other channels with a UK licence complaining to Ofcom that they are not allowed to do what Cellcast can do , Ofcom could easily bring out new rules banning or censoring what channels with a foreign licence can do .
Square 1 Management Limited now also use a Dutch licence for their freeview channels , not sure about their Sky channels though .

Interesting. If this is all true, then Babestation is not taking advantage of what they are allowed to show, because Sexcetera, Sexarama, Sex: How To Do Everything, Sex Education show, Eurotrash all show open leg at times, and quite often full frontal.

Like i said this is just my take on things and don't know if this is the case or not , but it does explain a few things like Cellcast never getting Ofcom fines when their girls go further from time to time than other channels . I believe Cellcast are quite happy with what they are showing and don't want to rock the boat to much by allowing their girls to regularly show more than other channels , so IMO they could possibly show content similar to some of the programs you mention because they don't have the restrictions of a Teleshopping licence and if they did get complaints they have the safety net of having a Dutch Adult licence so could probably get away with it .
I don't think that Cellcast want their girls to show more anyway , Cellcast prefer to tell the viewers that in order to see the girls going further you have either got to press the red button on freeview Ch 96 and purchase BSXtreme or down load the girls forbidden pics and vids to you mobile phone , no one would bother getting pics or vids and subscribing to Xtreme if they showed more for free on tv so Cellcast would loose revenue and probably anger other channels as well , so Cellcast more or less stick to what other channels show with just the odd exemption IMO .

No, they don't.

At best Ofcom can complain to the Dutch media authority, who can warn them off, or ban them from broadcasting to the UK if they agree the content is unsuitable for broadcast. However much they might want it, Ofcom cannot insist on UK standards being enforced on Dutch registered channels. Bear in mind that the BBC and C4 can be received in the Republic of Ireland and historically some of their content would be unpopular in the RoI. UK viewers would not like it if RoI standards were imposed the UK, so it works 2 ways.

No, they don't.

How sure are you about this, eccles? It seems odd to me that if Cellcast/Babestation don't have to follow Ofcom regulations, they haven't 'experimented' with explicit content more. Why would they not??
I think mr mystery hit the nail on the head with regards to Cellcast only going so far on their fta channels because I think it's more down to them potentially losing BSXtreme, videos or picture customers than it is to caring about rival channels complaining. I think if all the other channels got a dutch license like Cellcast then the Babechannels could show alot more and Ofcom could do fuck all but start focussing on channels that show truly offensive material.
Not too sure about this, but even if the channels had a dutch liciense, could ofcom just not have them removed from the sky and freeview epg if they wanted?

Shwo what you want but hardly anyone will be watching cos you have to manually tune in.
Valid point BCL, but I think that if it became harder for Ofcom to fine the Babechannels, then they'd try and find a new victim to target.
