There are two problems with this. Ofcom and Sky.
Ofcom says PIN encryption must be linked to payment by age verified method, eg credit card. Free PIN protection does not count as far as they are concerned.
Sky charges a shedload of money to PIN protect a channel and link to payment. There is an upfront cost just to set up, plus an annual fee and, if memory serves, a cost per transaction. That takes a huge chunk out of a channels revenue at the same time that PPV reduces the audience size by at least a factor of 10. That reduces call volumes, also who is going to phone an offscreen babe when two onscreen babes are going at it hammer and tongs?
Ofcom should accept that free PIN protection is adequate.
If they insist on adult verification it could be by a oneoff opt in ("registration"), or texting a PIN code to a mobile phone.
Ofcom has taken no action against foreign channels on non Sky satellites, presumably because that is a clear optin system. For consistency they should accept optin on Sky.
