Does anyone happen to know what the rules on dildos/vibrators is? I don't mean the use of, heaven forbid that should ever get the go-ahead, but the inclusion of (strewn about the bed, etc). It's purley hypothetical, of course, and without being allowed to make use of them you might ask what would be the point, but it's just an area I'm not clear on.
Also, why are the pre-10pm freeviews for the subscription channels allowed to show naked breasts?
There are no rules about the dildos and vibrators, same as boygirl content, they just arent allowed, same as boygirl content.
Confused? Well Ofcom has a way of hinting. About 4 years back Sport was sanctioned for preencryption shows, and one of the things they showed was pixellated boygirl action. The encrypted shows were said not to show much - certainly not free stuff with pixellation removed giving ful on views - but Id guess there was implied penetration. Also there were the Lolly shows. Sport seem to have done a plea bargin and "voluntarily" agreed not to show boygirl content again. At least not live. And they never did. Interestingly in the 4 years since noone else has either, apart from a few clothed POV scenes. Its pretty clear that while Ofcom maintain a pretence of not restricting content their body language says Go on, try it, like a nightclub bouncer.
Dildo use was commonplace in freeshows, what with Lymara shoving one somewhere unmentionable to Tammy sucking one and dribbling everywhere. Then it stopped overnight. Pretty clear again that a strong hint was dropped, but no rule for Joe Public to see. Hey, we arent censors, you can broadcast anything you like as long as we approve.
They might argue that dildo use is seen by some sectors of the population as a bit pervy and too close to having cocks about, even though the attitudes survey did not mention this. They might also argue that boygirl activity, even unseen and nonpenetrative, is strong sex in a way that a naked model rolling around or two naken models cuddling is not. Go figure.
For reasons that defy rational explanation Ofcom allow representative content in adverts for encrypted channels. Because it is "justified" it can be stronger than sexual content that is there for pleasure (babe channels). The irony is that an advert can be stronger than an advertising channel. Provided it does not cross the line from sexual to strong sex. If you could see it in a BBC drama or a Channel 4 film you can probably see it in an advert for an encryted channel. Minge, bum, group sex, dildo sucking, implied anal all permitted in adverts. Hope that helps you script you commercial for the Church fete.

hi guys im confused about the watershed rules how come a mainstream program can include strong language just after 9 pm, a babechannnel has to wait to 10 pm for any nudity and a pay channel preview can depict topless girls in sexual imagery at 9.40 pm. yet phone sex line advert can show topless image at 9 pm also as a sky viewer i can watch 15 rated films with a combination of nudity or voilence at 8 pm could somebody please explain why this is the case
p.s has nipple sucking been outlawed on babe channels
hope the answer is straight forward though i supect it isnt

Hypocrisy, abuse of power are some of the reasons. Ofcom can't really regulate already recorded programs, and are much more lenient with them on the regular channels. They can however have almost maximum control over the 900 channels, which they abuse on a regular basis for immature reasons and financial gain.
I certainly don't think that within the next few years that'll we'll be much behind the rest of Europe, change is inevitable but it's a long slow process, could Cameron in the end ditch Ofcom afterall, I mean the future of Ofcom hardly looks rosy at the moment, what with the scandal of one of it's former IT Services Chief Jurgen Whitehouse embezzling more than £500,000 out of the company, surely enough is enough and all association with Ofcom will come crashing down before not too long as I have a feeling he's just one of a bunch of Ofcom bosse's making a tidy small fortune, who's to say that all the fines the babe channels have received down the years hasn't simply just gone into lining the pockets at Ofcom HQ and the truth will all come out sooner or later.
Ofcom are just a bunch of blue-collars on a power trip and love to abuse their power.
I think (hope) eventually things will change for the better due to the friction between Cameron and Clegg leading to eventual demise of the coalition government but it won't happen over night.
P.S. I still haven't had a detailed response from the letter I sent to 10 Downing Street but i'm not surprised. I'll let you know if I get one and what they said.

A 16 classification is given to all productions in which:
- sexual acts with details of genitals can be seen
- explicitly sexual acts are often seen
A 12 classification is given to all productions in which:
- sex is often seen
- explicitly sexual acts are seen once or more
- sex and sexual language occur a few times together often.
An occasional sexual act that is not explicitly displayed does not result in an age recommendation and therefore has All Ages. In case of sexual language (without sexual acts) the pictogram coarse language has to be shown.
The Kijkwijzer ages are, in the case of television, linked to broadcast times (watersheds). Programs with the classification All Ages, 6 and 9 years may be broadcasted at any time of the day. Programs with the classification 12 years may only be broadcasted from 20.00 hours and with the classification 16 years only from 22.00 hours till 6:00. These times do not apply to the programme elements if the programme is encrypted and provided by a specific, technical enhancement facility (usually a PIN-code).
As explained above according to the Kijkwijzer system a program with the classification of 16 years on the basis of sex may be broadcasted after 22:00. There is no higher age rating. Nor is there according to Dutch law a ban for adult television.
Complaints about the thematics, good-bad taste and/or the decency of films or television programs cannot be submitted to NICAM. Such complaints have to be be submitted directly to the supplier in question.
