You should probably send it to your local NHS trust, but others here may have better/different advice.
Skully is correct in terms of sending the letter to the local NHS Trust.
If you are of a mind to do so and if you live in England the next step up from that is a letter to the CQC (Care Quality Commission). They act as the independent regulator for health and social care services in England.
The Scottish equivalent is The Care Inspectorate while in Wales it is The Healthcare Inspectorate Wales.
There are offical ways of doing this.

However I'd first ring them ( or get a friend to do it). If they don't give you a positive answer contact the dept head.
Or better still contact the hospital PAL'S (Patient Advice & Liaison) team. They will probably chase it up on your behalf.

Update
finally got hearing aid back yesterday!!
Hay fever is especially bad this year, on tablets and inhaler and still having problems.
Now that lockdown has ended the roads have been full of learner drivers, absolute beginners. being sat behind them at traffic lights is total joy.
^why would that be a joy??
