HHH taking the belt off Orton was exactly the sort of dumb crap that scarred 2003 when he had the belt for 9 long tedious months. It was only that they lucked into a Batista turn that saved the whole project for them.
Orton has been perma-pushed for 17 years, so he will look a bit jaded. Even Cena has taken the hint and faded out of the picture.
I would take wwe 2004 over now anyday you had actual stars back then
Raw had
Triple h, Shawn michaels, kane, ric flair, edge, orton, benoit, jericho, christian, trish, lita
Smackdown had
Eddie guerrero, kurt angle, undertaker, jbl, big show, booker t, rvd, rey mysterio.
Just to name a few compare that to todays roster...
Cena didn't take the hint he got offered movies if he hadn't he would still be the face of the company
They had more proper stars in 2004, yes. They could now, but they've long lost the will to try and do so. Crap like the 24/7 belt doesn't help one bit.

I would say you have
braun strowman (they dropped the ball big time with him)
Roman reigns (who the "smart" fans don't like much like cena))
The velveteen dream (that guy is money)
Randy orton (but has been left hanging recently)
Shinsuke nakamura (who they ruined)
And thats it everybody else is bland and boring

Styles maybe could have been a star but might be a bit too late in his career now. I agree that they dropped the ball on strowman but apparently Heyman wants to give him a push

I dont hate finn balor but instead of making him the demon character as in he is 2 different people finn balor should have just had the demon make on at all times that should be who finn balor is because its a cool thing but when he is just plain finn balor who has zero charisma he is crap im not impressed by flicking a collar up....

Because that would be a really boring... wwe has never been a serious product even in its best days they always had comedy segments
Maybe if balor joined the club(or whatever they are called), it could make him seem more like a threat but that probably wouldn't happen
to be fair they build them up on NXT its just when they get to the main roster instead of elevating them they dont know what to do with them and make them look like a joke and basically take away all there potential to be a real star to just another WWE Superstar
