Seriously though, this is one of those odd grey areas of the law, where some aspects are illegal, others are not. As stated, kerb crawling is illegal, and I believe keeping a brothel is illegal (the old 'living off immoral earnings'), but paying for sex, or receiving money for sex, is not. Something like that anyhow, I'm sure there are others better qualified than me to clarify that.
That said, I'm sure that the police will turn a blind eye to a well kept brothel, as they do with many of the seedier looking massage parlours which openly advertise in the free papers every week, and have clear signs outside advertising their presence.
So, if you make an arrangement to have an escort visit your hotel room, or to meet an escort at her flat, you are not going to be followed and pounced upon by Mr Plod, rest easy chill and relax 
I'm hazy on the laws in England but I know that parlours are legal in Scotland and privately paying for an escort, or being paid by a punter, is perfectly legal as long as the girl isn't soliciting in the street or the punter isn't kerb crawling.
There are some laws about private flats though, like if there are more than two girls working there, it's classed as a brothel and is therefore illegal or something along those lines but I doubt any police are ever going to come busting through the door of a discrete flat and if they do, it's the owner who's in bother and not the punter.
To you and Munch, I'd rather not openly reveal which place this was, but it was in London, and wasn't a little hidden hole in the wall. It didn't say BROTHEL obviously, but it's title was in bright colors, telling us it was a spa, like many of the other ones. Much more than two women working there, closer to 15 when I went. Not on a main road either, but right off of one, and near a busy part of the city.

As long as there are no complaints about stealing from the punters and no accusations of under-age girls, drug dealing or trafficking etc the police generally leave them alone.
