Seriously though, I reckon the main difference is as you said the price. Although to be honest, it's not just rich Arabs driving up prices. I think it's a lot of the wealthy people in London generally. London drives the price of everything up. Since the girls know they can get these rates in London or Dubai, there's little incentive to charge lower rates elsewhere.

Can't say I blame them, if you know you can get min 1k per hr, why would you work for 300 per hr (for example).

I have to admit I do like the overseas approach to escorting which is less about going to a hotel and doing the business and more about a night out. Have very fond memories of a long weekend in Portugal with some friends where you could get some rather tidy young South Americans for 300Euros for a night; was rather nice to have a 20 year old all over you in a club knowing you would definitely pull later
