You know why his the Green Arrow now?, it's because Warner Bros and DC Comics have speed up his development. The arc of him being Green Arrow was supposed to be five years meaning he would become him in season 5, because Warner Bros are taking things serious with there characters and creating a DC TV and Cinema universe there changing things up so in season 1 it was more serious with other characters having powers with them introducing Barry Allen in season 2 and then Flash being successful this now introduced the idea of people having powers in the show now, it's similar with Smallville where the first few seasons never really showed him becoming superman but the latter seasons were more like the comics.
Season 4 of Arrow will introduce magic into the show with new villain and other shows will link, share and connect all except Supergirl nothing will happen there for the first season. That's why his been sped up to be Green Arrow. .

Funny enough the title of Ep 1 of season 4 will be called "Green Arrow", we also know the city will be known as Star City just like in the comics.

Constantine could yet cross over with Arrow even tho the shows been cancelled what makes this more likely to happen is that magic is being introduced in season 4.

Actor Echo Kellum has been cast as DC Hero Mr Terrific in season 4 of Arrow.

It's just been announced that Actor Alexander Calvert has been as new villain Anaky who is a DC villain in the comics well he was a Batman villain and of recently been in the Batman Origins and Batman Arkham games.

So far what we know about season 4 is that the show will be lighter in tone and there will be more humour.
