Producer Marc Guggenheim has confirmed that Colton Haynes will return as Roy Harper, a.k.a. Arsenal, in the 12th episode of ‘Arrow’ Season 4.

I bet it is do with thea's bloodlust like when olly called him speedy to control him when he was in the mirakuru (sorry for the spelling) and the producers were always planning on bringing him back but were waiting for the right storyline to do so.

The actually reason is the Actor Colton Haynes has having a Hollywood career now that his schedule is free they've been able to fit him into the storyline with Thea perfectly baring in mind for the time being it's as a guest star.

Another DC Comics villain is joining season 4 actor Tom Amandes as The Calculator and will be in two Ep's starting from Ep 12:

The Calculator, whose real name is Noah Kuttler, uses his advanced skills in computer science and internet manipulation to blackmail Roy (Colton Haynes) out of retirement to do his bidding, which leads to an epic battle with Team Arrow.

One big Easter Egg in tonight's Ep 7 the company Wolfman Biologics is little nod to comic writer Marv Wolfman who used to write Nightwing, The New Teen Titans, Amazing Spider-Man, Daredevil, The Advertures of Superman and biggest comic his done is Crisis on Infinite Earths which is must graphic novel to pick up.
