There's a strict approval process for any Police equipment before it gets anywhere near the streets.

Sadiq's hopelessly out of his depth already as London Mayor so selling the water cannons was a means of helping his fear of water in those moments when he is physically out of his depth.

While Sadiq is without doubt a bit of a twat (it seems to be mandatory for London mayor), the water cannon fuck up isn't really his fault. Boris bought them from the German police without bothering to check whether it was legal to use them in the UK, and the Home Office subsequently banned their use. This was after all the work to fix the cannon (they were 25 years old and not in great nick) and install CCTV, sirens, warning equipment and lovely new stereos had already been done.

When Khan tried to sell the water cannon, he found out that the purchase contract had a clause which meant they could only be sold on to another European police force, because the German police didn't want them ending up in the hands of some nasty dictator. Funnily enough, despite the new stereos, no other reputable force wanted the now nearly thirty year old machines. Scapping them at least saves the storage costs, which knowing London prices is probably ridiculously high.
Matthew Hedges has been release by the UAE. Jeremy Hunt's sucessfully lobbied for his release and is taking the plaudits for it.
