What I was meaning is that a new company can be set up very quickly in uk and setting up new companies has happened numerous times in my 21yrs watching Uk ice hockey including last season 2016/2017
If ofcom did decide to shut the company running s66, then a new one can be set up very quickly with new people & s66 can stay on air

if it was that easy they would change there names every few years to get the tax benefits

S66 could not easily set up a new company to run it
& transfer the licences to it, they would have no licences to transfer, because Ofcom would have revoked them .
A new company would need to apply for new licences, or operate using existing or new licences belonging to other company's, TVX for example .
Would Ofcom grant new licences to a new company set up by S66 in the way you suggest ? , i don't know .
It was TVX/Portland, and not S66 who got the daytime "in breach" ruling by the way, as they are the licencees of that channel

I'm sure they wouldn't. If the shareholders of the new company were the same as the old company, Ofcom would surely refuse a license on the grounds that the new company failed the fit and proper persons test, even if the new company had different directors to the old one.

It won't happen again for a while. They'll keep the "good" producer locked up a little better this time, can't let him escape too often.
