Think you're a little bit confused.
Today's finding of guilt and punishment of Russia was by the UEFA disciplinary panel. It was the UEFA Executive Committee that previously threatened Russia & England with Euros expulsion.
I think Wales have performed the best of the British teams

Belgium were the bookmakers favourites to beat Italy. Belgium also have the most expensive squad in the tournament, in terms of transfer fees, with a total of £320m having been paid by clubs to sign their players. Benteke cost £32.5m and he isn't in the starting XI.
