and wont the channels benefit from free porn sites being blocked as people will have to watch TV again ?
it will be hard to justify a block on the web if you can see the channels on tv.
^ That would require the government actually being concerned that a block on porn is efficient. They couldn't care less about that really. All that matters is that they are seen to be doing something and that they establish the mechanism for blocking other things in the future. Porn is just a largely irrelevant easy bridgehead to censorship of more important things - things that would be more problematic to start out with.
There was an amendment proposed where they wanted age verification for TV as well but it did not get accepted

Yes it is. Thankfully there is only one Ed Vaizey.
When you read the evidence of people caught up in the results of the Digital Ecomony Bill's criteria on internet porn you realise how arrogant and unbending those in positions of power can be in this country.

In chronological order:

Oct. 2016: Pandora Blake's (small independent UK porn producer) lawyers submission to the government in advance of the Bill. This argues against its consequences better than anyone uninvolved ever could: http://mylesjackman.com/index.php/my-blo...-committee

Mid-Dec. 2017: The government put out a pdf outlining the problems associated with it's own regulations. (This is from the time the BBFC were officially announced as regulator.) Four things stand out from this last one:
One, she firms up what already seemed a distinct possibility - this thing is unlikely to be actioned in May this year.
Two, the BBFC's role is to debated in parliament in February. The regulator will then be doing a public consultation on how the AV regs should be enforced.
Three, the AV regs wont apply to "ODPS" services. Now if I read that right, that's the VOD stuff that's under Ofcom's purview and not the streams of the kind provided by the babeshow sites. Do guys read it the same way? ... Maybe operators would be better splitting off a VOD site from a live streams one? (joke) Rolleyes
And four, there will be a "review of the definitions" (including the R18 classification guidelines) sometime during 2019.

That's a tough one to answer, since not even those responsible for the regulations seem to really know the answer.
My best guess is that the the streams of what is being broadcast on tv (and possibly even the harder perv cam type stuff) are classified as ODPS and strictly speaking beyond the scope of these new AV regs, but the other content on the channels websites, pics, videos etc, is within it's scope.

So, yes, you may be able to watch the streams of what is being broadcast on tv on some site (maybe a section of the channels own site, or maybe a separate site altogether) without going through AV, but to access the main channel websites will need verification, but ultimately we won't really know until the regs come into force and actions begin being taken and possibly things are further clarified by appeals etc.
BBFC are currently visiting the porn shows in the USA.

New porn laws due in April will force porn sites to ID everyone – here’s what you need to know

In April this year, the way Britain watches porn is about to change forever – with compulsory age checks on all pornographic sites. Teen's throat ripped by ham and cheese sandwich leaving him fighting for life The online ID checks will mean people will have to prove they are 18 before viewing any porn online, and are part of the Digital Economy Act 2018. Privacy groups have warned that the law could lead to a huge number of sites being blocked altogether – and to users having to sign up to ‘membership’ of porn sites. The new system will be policed by the British Board of Film Censorship, but porn publishers will implement their own age checks. One system – AgeID, used by Pornhub and other sites owned by porn giant MindGeek – will prompt users to create an account, using a passport or mobile phone to confirm their age.
