If no AV means being blocked in the UK, any website that wants business in the UK will introduce AV automatically. Just as websites outside the EU followed the EU cookie law.
Therefore the blocking won't be very easy to get around, as you say, because in reality there won't be many sites being blocked in the first place.

Well I think the AV will be easy to get round as I dont think sites will implement AV for all countries so all you would have to do is browse from another country using a VPN or similar. My guess is that the big sites will implement AV for UK only, but the long tail of smaller sites wont and will be blocked in the UK.

Do you seriously think all the tiny affiliate sites from the US, Europe and Russia are gonna comply with UK law and apply for a UK licence?

Thanks for the link, but from what I see that bill's only talking about the licensing of EXTREME pornographic websites and therefore if passed it would affect only a small number of porn operators. Most sites would have nothing to fear from that bill and won't be needing a licence.
TVX are reporting that Ofcom will take over the regulation of video on demand from ATVOD starting next year.
Can't find any sort of confirmation on this as yet, so either it's breaking news, or its incorrect
Not sure it would make much difference anyhow ATVOD acts on Ofcom's behalf, so its just a case of bringing it in-house, perhaps for money saving reasons, or perhaps preparation for a further reshuffle further down the line, who knows.
