which browsers are you using use something like firefox or chrome.
sometimes if u have divx webplayer installed will effect the browsers outputting video just need to disable divx webplayer

my hardrive is formatted to ntfs and i need to convert it to fat32 is there a way of doing it with out losing all the data?

Doubt it, it's formatting. Why move it to FAT, NTFS is better.

NO! If you format you will erase everything and its gone forever. You'll have to back up your data onto another hard drive
Ive formatted my usb drive a few times in the past and each way Ive read always involved losing all the data. I think your outta luck here. If your tv has a usb you could plug your harddrive in that way, thats how I watch my files(avi anyway, cant play mp4.
