It seems that The Sun was certainly wrong, as they misunderstood the spokesman's comment and incorrectly reported what he was saying.

When he refers to "that channel" not broadcasting anything he appears to be referring to channel 199, and not the old adult channel numbers in general.

Is MTB channel a non topless channel now as Amelia Fox has still got her bra on

Yes, but in defence of The Sun (and that's not a phrase I thought I'd ever write) 199 never has broadcast anything.
It's the 'bookend' for the whole adult section so it's easy to see why they thought he meant all the adult channels.

The other night when Eliza was on I thought MTB was the fingering channel, the level seems to vary from night to night.
