I don't think he was complacent, he just made a major error of judgment in thinking he couldn't improve his time.

The pit crews can change four wheels in 3 seconds yet the circuit workmen take half an hour to replace a section of fencing. Thinks they need to do some more training.

Wouldn't be surprised if they were assessed by health and safety before commencing!!
