Yes but some are more likely than others to report RLC , Cellcast and RLC seem to have a good relationship with each other and Elite and RLC have Playboy in common . Playboy is the company that gets hauled over the Ofcom coals when RLC gets reported , Playboy have in the past also had in breach rulings against them from stuff Elite have done , so in a round about way if Elite made complaint's against RLC then they would be reporting a company that licence they themselves use , and that's a no brainer .

I know red don't complain about rivals they just get on with it
