The rankings are based on results during the last 4 years, so what happened between 1998 and 2011 is irrelevant.

I was trying to illustrate how England are traditionally and lately more of a footballing powerhouse than either Romania or Wales.
2010 England qualified for world cup Romania and Wales did not
2012 England qualified for Euros Romania and Wales did not
2014 England qualified for world cup Romania and Wales did not
Just going by the last 3 tournaments alone shows England are a better side than those 2. Also you ask any of the big nations which of those three teams would you least want to play I would be very surprised if they did not say England.

Maybe European finals. However they qualified for the 1982 And 1986 world cup finals.

Yeah they made the 2nd round of the world cup in 1982 in spain had a great team had Pat Jennings and a young norman whiteside and even a certain irish manager beat spain the hosts 1-0

If they do qualify for the finals they will probably be ranked higher in the FIFA ratings than England, judging by what happened to Wales and Romania
I don't know who devises the ranking system but he needs his head examined. It would be like Italy qualifying for the knockout stages of the world cup rugby and as a result, bring rated higher than South Africa. Don't even get me started on How either England, Wales or Australia will be watching the knock out stages of the world cup rugby from home whilst Scotland or Italy could be competing. No doubt about there are idiots in high places in sport as there is in life.

I really am convinced that FIFA want teams like England Ireland Scotland northern Ireland Germany and holland to qualify for the finals because of the revenue they bring to the host nation. I remember in the 2004 euros there was a holiday resort in portugal where most of the England supporters stayed and; the local industry made more money in that weekend than they did for the whole holiday season.
