I'd think it depends.
Firstly I think it depends on the rules of their particular associations as to whether they penalise them by taking their Champions League place away, I'm pretty sure that it is not an automatic thing.
Secondly, it may depend on Uefa, they may decide that the place has already been granted for next season, so it is too late to change it, which may mean either they stay in the competition, or their opponents get a bye, again depending on whether their association penalises them.

No, nobody would get a 'free pass' into the next round of the Champions League. The position is actually very simple. If the financial complaints against Malaga aren't settled by 31 July then Malaga will be punished by being relegated by 2 divisions and in addition being docked their Champions League place. The Spanish Football Federation would then submit Athletico Madrid to UEFA instead of Malaga as the club to go into the 4th qualifying round of the Champions League. Osasuna would gain entry to the Europa League. Whatever happens, there's no possibility whatsoever of Spain losing a Champions League place or of any club getting a bye in that competition - unless Spain miss the UEFA competitions deadline for submitting their clubs.

According to Uefa's regulations for this years Champions League, all entry documents must be submitted to them by 01 June 2012, so unless they consider this an extraordinary circumstance and allow an exception, it's way too late

Always hard to say how Uefa would go in such situations, sometimes they like to play hardball other times not. They could allow Athletico in on the basis they have applied and been approved for the Europa League, but may then leave that Europa place unfilled as it is too late to register a new team. The whole thing is complicated because the early qualifying rounds for both competitions have already started, so it becomes less easy to shuffle the places around fairly to accommodate a change in team or to lose a team.

This is what is written in UEFA's rules for the Champions League.

Saw this earlier today. Apparently ex-Bolton and Chelsea defender Tal Ben Haim is still there and still on £36,000 A WEEK And it sounds as though he's not interested in taking a cut to save the club. Greedy fucker, if the club goes bust then surely he's not going to see very much of his money.

I'm not all that clued up regards all Portsmouth's players,but Tel Ben Haim seems to me to have shown quite a bit of loyalty to pompey (I might be wrong) and if he's to be believed the administrator is on quite a wedge and is doing fuck all for the club.

I don't think the 1 million from the sale of Cahill would be enough for Everton to find a decent replacement. I think Moyes will introduce Ross Barkley into the first team more often next season
