For free users they both have times when certain files are unavailable (presumably because of heavy traffic and the need to give preference to premium account holders) so they're level-pegging on that score. Megaupload wins by a country mile on everything else.
On MU you get a single download, no matter how big the file is (at least I've never found one that's had to be split), while files often have to be split for RS.
On MU you only have to wait 45 secs for each d/l, no matter how many you're taking. On RS you have to wait 15 mins before being able to access a fresh d/l, plus their free-user delay period, which these days can be 3 mins or more.
