She did say on her first day back that you're not allowed to go topless on Brazillian beaches and apologised for her white bits.

i thought it was par for the course that you could go topless on Brazilian beaches, after all you gotta put up wiv blokes in thongs (now theres a law than needs to be enforced, bloke wearing a thong should be hogtied over an ants nest with his dangler in the entrance.)...

There are some topless beaches in Brazil, but unless a beach is designated topless (and most are not) it's definitely against the law.
