If & when it does implode I do worry how many clubs will suffer here as a result of it. FIFA does need to step in and put some kind of transfer cap in place - or, set up a international transfer tribunal which sets the transfer price at a sensible level and declare war on the agents involved in the game who are making more cash out of transfers which I feel over inflates the transfer way above it's true value

You don't seem to understand transfers. Barcelona RECEIVED the transfer fee, not paid it. Therefore there is nothing that Barcelona could ask to be paid back. PSG are the club that paid for Neymar.
