Well if they need to give them something to do, they should start using chain gangs like they do in America. Make them graft their arses off, that'll keep em busy.
Shouldn't be playing nice with the scum. That's why all the youths don't care these days, life in jail is probably easier than life out on the street.
They probably don't have playstations and xboxs at home, no steady meal.
Go to jail you get 3 hot meals a day and a playstation. Jail is easier for them.
