Technology is actually cheaper than paying for 2 extra assistant referees in every match.
The clubs and leagues are going to pay for goal line technology, so the cost to UEFA is zero. It will literally cost them nothing to have it switched on for UEFA matches, as the clubs will have it installed anyway. The cost of the assistant referees behind the goal is 5,000 Euros per assistant per match.
