I would agree but to be honest the report was damning on every level of Government across the UK, but Johnson should have spotted the danger signs much more quicker. The report was also critical of how those making the laws at the time did things differently to everybody else.
I'd give Anything to see Johnson, Hancockup and others responsible standing in the dock in handcuffs at the Old Bailey being put on trial.

yeah every part of goverments in all regions were criticised but as PM he should have been the one to bring things all together
see the media are already trying to cast doubt on the inquiry they are protecting all there mates
