The length of the opening message is desperate, artificially extended with needless details and the voice deliberately talking slowly. The old "late log in" trick is another one that grinds my gears.

It's nothing to do with Ofcom, as they are only concerned with what is shown on screen. The phone service is provided by Square One Ltd (I think), and PhonepayPlus regulates that, I believe.

Contrary to what some people think, OFCOM do suspect premium rate scams regarding the babe channels and do have an influence on regulation. Make no mistake, when ICSTIS became PhonepayPlus, back in 2007, they effectively merged into a lackey organisation on OFCOM's behalf.

The main problem is premium rate scams are hard to prove and require more red tape procedures to get anything constructive done about them. Unlike a random or fixed complaint about content on TV & Radio, which is far easier for OFCOM to regulate, in most cases the victims of premium rate scams have shown a desire for the services advertised by calling/texting in the first place. They are therefore much easier to get away with. People are also expected to complain to the company concerned first, to try and sort any issues out, before contacting the regulators. The individual is not really important to OFCOM or PhonepayPlus, despite what they may say, and it usually requires a fair amount of complaints before serious action can be taken...
