I think some 'viewers' come from pop-up ads on other websites, so have not genuinely chosen to view the room.

Well they stopped listing active rooms based on the number of viewers and changed it to the number of registered viewers. That was their algorithm change to try and prevent inflated viewer counts, although I'm sure some of the bots on there are the type which can register accounts.
