Doubt it unless they were advertising the number and genuine misleading people to call but that wasnt the case

That thought had crossed my mind as well.

I thought the provider took in all the call money and passed it on to S66, less their cut. So it would impossible for S66 not to have 'paid' the bill.

I stand to be corrected, though.
