The Governor roles are very important in this regard as they control what the voting districts are in each State through the Secretary of State that they appoint who also is in charge of running the ballots.

A Democratic controlled congress could offer protections for Mueller but just like the Presidency the new congress does not get sworn in until January. The Acting AG wrote an article saying that the investigation had gone too far.
