From the UEFA regulations:

"If a club refuses to enter the competition, having qualified for it on sporting merit and obtained a licence from the competent national body, no other club from the same national association may be entered in its place and the access list for the Uefa club competitions is rebalanced accordingly; furthermore, in such a case, the coefficient of the association concerned is calculated in accordance with the specific rule laid down in Annex II, point 6."

Which basically means that yes a club could turn down its entry, but no other club could take the place instead and the country's UEFA coefficient would take a hit, with the points earned by, in England's case, the 6 clubs remaining in European competitions being divided by 7.

mind you one good thing going for hull is the new money in the premiership means they can prob invest in a few more squad players and hope they get knocked out early

What I'd like to see how much the winners got including Portsmouth!! I'd probably agree with you about Portsmouth but surely a lot of their problems were attributed to the deals that were done at the time.

so IF Hull were to refuse the entry which Country would be offered the extra place since no other English club could
take the place. would Scotland be offered it?

i find it a sad state of affairs that the europa league is seen as a distraction for teams like hull, swansea and wigan, they should be aspiring to play in the europa league, but of course they would rather not play in europe and just concentrate on finishing 17th and stay in the prem so they don't lose out on money

It would go to Italy, because they are the highest country in the UEFA coefficient list with only 6 clubs in UEFA competitions. So England would have 6 clubs in Europe instead of 7 and Italy would have 7 instead of 6.
