So the truth has been revealed he wasn't Jay Garrick at but Hunter Zolomon, now there were hints of in season 2 where in Ep 10 they tried to find his earth 1 double but used the excuse that his earth 1 counterpart was adopted by the Zolomam family, in the comics he was second version of the Reverse Flash. You find out how he was able to be in two places at once I had a theroy a few months ago that he time travelled and used a younger version of himself.
At the end Hunter Zolomon at the end being totally nuts explaining how he convinced his younger self to die and the cheek to have a little laugh over it and he liked giving people hope but enjoyed ripping it away from them and it was so much being a hero and shooting up like a junkie with Barry's speed force he looked totally psychotic.
