I think the 'no topless before 10pm' is a guideline more than a rule. I think the channels don't want to upset OFCOM and so don't let the girls go topless too near to the 9pm watershed.
I have noticed that certain girls on Babestation have been getting topless at about 9.50/9.55 but Amanda tonight, at about 9.40, is the earliest I've seen. I don't watch many of the other channels, so not sure what time they go topless.
