They don’t not have the power to do that. It’s FIFA’s role to determine through the qualifiers who plays. As hosts if Russia tried to exclude any country or refused VISA’s for players they would be in breach of their host contract.

Again, falls down when you consider how many cack-handed cock-ups the UK govt has made in the last 12 months

Unless they were aiming for the nearest Momentum rally by mistake and simply assumed Russians were close enough.
