I think at present Root, Stokes and Buttler are able to stabilise England better at 5,6, & 7 rather than any of them going in early

I forgot about Plunkett I just hope he can get fit by the third Test if the Second test is too soon for him - I would drop Bell for Hales for Second Test if Bell doesn't get enough runs

Despite my last post this is the team I think they will start with rather than who I think they should go with

They will after losing the first test as a result will than see sense and play Rashid
And either drop Bell or balance.
Finn for me is one bowler England can turn to later in series as cover for Broad but he for me has to get his line and length right as he can spray a few which will be waste balls At the moment I would like to se how the first two games go before calling up Finn.
Finn did play well in the one day internationals and I can see your point.
However one day cricket is about containing whilst test match cricket is about taking wickets. He looked innocuous last time he played test cricket. That is not to discount the fact that he might have improved since.
