Regarding the query from mikedafc.
Using your example of seed 4 v seed 13 in a tie then seed 4 would win due to being the lower number seed due to a better qualification performance.
Other examples below
1 v 16 tied? Result: 1 wins
8 v 9 tied? Result: 8 wins
5 v 12 tied? Result: 5 wins
Same rule applies in all rounds so lets say the final is:
Seed 10 v seed 12 and its tied. Result: Seed 10 wins.
