Not if there's an obvious requirement for a job holder to be of a particular age. For example, if you were making a drama about teenagers, it would be lawful to reject older actors as looking too old to play the parts.
It's good for this channel that it's had a considerable amount of discussion, because the Sport 40+ got very little comment in the forum what what I remember. I'm guessing that it's because it's seen as a launch that it's been seen as a talking point, although it's not truly a launch but more a taking over of an existing channel.

So I could, for the sake of argument, set up a window cleaning business called "The 18-20 Hot Totty Window Cleaners" catering for people who would like their windows cleaned by 18-20 year old hot totty in soaped up chamois leather bikinis, without falling foul of the ageism/sexism/vegetarianism police?

You would have to show that your customers are genuinely paying for the service you describe. Airlines for example have lost discrimination cases where they only employed women as flight attendants, because courts were never convinced that being female was a necessary requirement for being a flight attendant or that passengers were paying to be attended to by women only. Cocktail waitresses on the other hand are technically 'entertainers' and not just people who serve drinks, and so therefore both men and older women can be lawfully discriminated against because being young and female is a key part of the job.
So it's argued that Dan Volatile's proposed employees are entertainers and not just people who clean windows. Well if they cleaned my windows I would testify to their entertainment value!

Sadly that's never going to happen. A shame as it was great while it lasted.

I think the 40+ concept works better when it's on a dedicated channel.

Blimey I thought cocktail waitresses were just terrestrial flight attendants. They bring you a half of Nutsack's Old Scrotum and you say "Ta lass but where's me pickled egg?"
I didn't realise they did a bit of fire-eating and ventriloquism on the side.
It will be interesting to see if this channel ever makes it to the 2 girls on a night level, or whether just the 1 a night is its limit.
