It depends on the person who's looking at her doesn't it. Can a woman who's 15 years younger than you really be a milf? Whereas, a 19 year old guy would be justified in saying it about her. But like i was saying earlier to Winsaw and Joey a Milf can refer to 2 terms this is what i said earlier.
