Obviously it depends on your budget but if you can book well in advance you can get really cheap flights to and accommodation in Prague which has become a stag do hotspot.
Amsterdam, of course, is a reliable old favourite.
If you have some serious money go to Las Vegas - although it's illegal in Vegas itself once you cross out of Clarke County there are legal cathouses which cater for stag parties which will blow more than your mind!!
I had a 4some with 3 birds in Prague in '06, so go there! Drinks are fucking cheap!

Stay away from Prague it is easy to spend £300 for an evening in a lap dancing club with little to show for it.
For stag parties they are seen as easy money, I would google for an agency in the UK and make the phone call to see what could be arranged privately
