Yes, you'd have to think they were there anyway doing one of those 'fly on the wall' programs with the Brighton police, and just ran with it.
When you see that sort of thing on the news it's easy to think, it's just a druggie, it was her own fault. But seeing her family talk about it did bring a lump to your throat, and makes you realise what an absolute tragedy it was

There wasn't a film crew. The footage from the scene was police bodycam.

^Only the initial footage, and later footage of the interview was from body cams.
I agree with The Silent Majority in his suggestions that the film crew were already filming the police, probably for one of those fly on the wall documentaries.
