About 7 months ago my rate user button stopped working and I thought it was a temporary problem but it is still not working. I'm just wondering if it has been deactivated by mods or it's just a glitch?
If anyone has any answers or if a mod can fix it, it would be greatly appreciated.

mrs w says she understands where you're coming from, but we have a different pet name for it
The rate user option works fine for me.
But you have to be viewing their profile. The button that used to show up at the bottom of each post disappeared a while ago.

I've always been able to get as far as viewing the reputation page of members but when ever I go to click the 'rate user' button in the top right corner of the page, I get no response.

Yes, but that's never been an issue before.
Problem solved, it was a problem with the phone I was using at the time and is now working due to having a better phone.
