I think Tiffany's been around long enough to earn the right to do her shows, her way, so long as Bs are happy with the call stats.
Tiffany may exhibit an extrovert, fun loving nature but beneath her exterior is a very vulnerable and sensitive girl. I believe there are several factors as to why Tiffany is shy about showing her boobs fully by going topless.
I don't think she has really been happy with her boobs enhancement - I never thought Tiff needed it anyway!
There were some changes in her personal life about the time Cellcast/BS must have told the girls about the MK move and I believe that may have affected Tiffany's performances - remember this time last year Tiffany was really "hot".
Also there have been many moans about Geri but I do know that she has been a positive influence on Tiffany's shyness - the absence of Geri since the move may well be another reason.
